Getting the adhesive or even old pressed down underpad off of floors is never easy. Not much of anything dissolves it, although you could try several different solvents. Start with hot water and soap--it just may be water soluble. If there is a clear varnish on the wood under that glue, you can usually successfully soften the varnish with a heat gun, even if you don't soften the glue. The soft varnish will permit you to easily scrape off the glue on top of it. In this case, sanding lightly and refinishing could give you a nice hardwood floor. If the rug was glued right down to bare wood, you will probably never get the stain of the glue out of the wood and most of the glue will simply have to be scraped off with a sharp paint scraper. There is one power tool that is very efficient at this task: the FEIN MultiMaster using their rigid scraper blade.
